Thiruvananthapuram: The State government has formed a panel under former Additional Chief Secretary T. Balakrishnan to evolve a rehabilitation package for expatriates forced to return to the state as a result of the implementation of the Saudi nationalization programme, Minister for No-Resident Keralite Affairs K.C Jopeph told reporters.
