The Railways will transport all relief materials to the flood-hit northeastern states for free. The North-East Frontier Railways spokesperson said inter-state and intra-state aid and relief materials by parcel vans or second class, luggage cum guard van, and goods trains will be free of cost.

He added that all types of freight charges have been waived off for the purpose from any part of India to the flood-hit region. No ancillary charges like demurrage, wharfage, or others will be applicable to the aid material.

Non-governmental organisations can send relief materials free of cost to the flood-affected area using this service. Less than standard composition rakes can be booked for the purpose.

NGOs wanting to make use of the service will need approval from the divisional railway managers who are charged with making decisions related to additional facilities like attaching additional coaches or vans to various northeast-bound trains.

The consignor or consignee must be the district magistrate or deputy commissioner in whose jurisdiction the dispatching or the receiving station is situated, clarified the Railways spokesperson.

People from Assam living in Delhi-NCR had staged a protest demanding a special economic package for the rehabilitation of flood-hit Silchar. They also sought a planned distribution of relief materials.

Some accused the Cachar district administration of an "unplanned" rescue and relief operation. They alleged that highly affected areas such as Rangirkhari, National Highway Road, Link Road, Public School Road, and Chengkuri Road are yet to receive help including drinking water.
