Reservation applicable in all streams; Cabinet approves amendments in KAS rules

Thiruvananthapuram: Kerala Cabinet on Wednesday approved the amendments, made in Kerala Administrative Service (KAS) rules, as submitted by the Law department.

The amendments include application of reservation in all the three streams in KAS. The approval has cleared the decks for the Public Service Commission to notify the posts for recruitment.

Earlier, even though reservation was applicable for the first stream -direct recruitment- it was not made applicable to the second and third stream. The KAS rules envisages the first stream as induction through direct recruitment. The second stream is for appointment to non-gazetted posts by effecting transfers of existing personnel and the third for filling gazetted posts through redeployment.

In the initial KAS rules notified in December 2017, the reservation was restricted to the direct recruitment stream.

Madhyamam Daily had published a series of articles which revealed the undermining of reservation policies and that led to widespread protests.

Elected representatives and service organisations had moved the government seeking reservation in all three streams.

Following this, the government sought legal advice and the Cabinet approved a proposal in March this year to amend the rules.
