Kerala womens commission submits draft bill to check dowry harassment

Thiruvananthapuram: The Kerala Women's Commission has submitted a draft bill to check dowry harassment and ostentatious weddings before the state government. The draft is named 'prevention of extravaganza and unlimited expenditure on marriages in Kerala, 2021'.

The draft bill comes at a time when the state has been reporting a higher number of dowry deaths. The public outrage over the death of 22-year-old Vismaya, who was allegedly harassed by husband Kiran over dowry, led to reports of a string of similar incidents. Kiran Kumar was terminated from service of the Motor Vehicle Department per the Kerala Civil Service Rules, 1960.

The panel said that the bill is aimed at regulating ostentatious weddings that impose huge financial liability to the bride's family. Such weddings also have serious social and economic consequences.

The Women's Commission had launched a campaign to spread awareness among the public against the practices of dowry in society. The panel noted that gifts in the form of money, gold, or clothes given to either of the spouses at the time of marriage are not currently considered dowry. The organisation recommended amendments in the Dowry Prohibition Act, 1961.
