New Delhi: The National Human Rights Commission (NHRC) received over 18.31 lakh complaints since 1993 and of this only 22,000 cases were pending, said a report on Tuesday.

The report, released by Transparency International India on world Human Rights Day, said, "Of the 18.31 lakh cases, only 22,043 cases are pending with the NHRC as on December 3, 2019.".

The NHRC was set up in October 1993.

Between October 1993 and 2017, over 31,845 people died in custody with the maximum of 1,977 custodial deaths recorded in 2007-08.

According to the report, in 2015-16, 1,822 custodial deaths were recorded and in 2016-17 it declined to 1,762 deaths. The report highlighted that the maximum number of custodial deaths were recorded in Punjab (1,860), followed by West Bengal (1,718).

Manipur has recorded just one custodial death.
